Flying in the EU SPECIFIC CATEGORY
We are happy to help!
To fly as a company in the EU Specific category, you need three things:
- A trained drone pilot
- A suitable drone
- An operations manual
Unfortunately, preparing an operations manual is often underestimated!
If your organisation wants to fly in special places such as near airports, seaports or cities, near industry or perhaps even at night, this requires a thorough operations manual containing clear procedures on how to carry out your flight safely. Only when the operations manual is approved by ILT can you get started. A difficult challenge, but we are happy to help!
An approved operations manual leads to an operational authorisation for the Specific category that distinguishes you as an organisation as a professional drone operator from other EU Open operators. However, this also brings more responsibilities.
The Environment and Transport Inspectorate (ILT) requires you to prepare the flight to perfection for safe flight operations. Applying for operational authorisation is an essential part of this.
OmniDrones Academy is happy to help you obtain your authorisations.
More information can be found on the website of the ILT.
Operational manual
The operations manual is the foundation of your drone operation. It gives you the handhold to repeatedly conduct flights in a safe and efficient manner that complies with applicable regulations. Our professional will support you in developing your own operations manual that includes the following elements:
- Description of your operations
- Organisational structures and responsibilities
- Safety management
- Flight preparation procedures
- Staff qualification requirements and training procedures
- Emergency procedures and Emergency Response Plan (ERP)
- Maintenance and technical information
- Reporting incidents
In short, there will be quite a lot in your handbook, and what will be in it should be written down very clearly and specifically. Feel free to let our professionals assist you.
If you took the Specifc training with us, you will get a discount on the Operations Manual!

Specific training
The OmniDrones Academy SPECIFIC course is a Dutch- and English-language course and is a continuation of the OPEN A1/A3 and A2 course. The training can be followed partly online.
The online course will be followed by two-and-a-half days of classroom teaching. This will be completed with a written exam. Is this completed? Then we will enter practical training, which will also be examined.
Please note that to be admitted to the SPECIFIC course, you must have completed OPEN A1/A3 and A2. You can manage this with our ALL IN course in one go.

The SPECIFIC category includes higher-risk flights. If the operation does not fit into the OPEN category, it automatically falls under the SPECIFIC. For example, flying a heavier drone over urban areas. To fly in this category, you need a flight permit from the Environment and Transport Inspectorate (ILT). This can also be a flight certificate if it involves a Standard Scenario published by EASA.
